On September 25, 2025, a D.C. Policy Center report was cited by WAMU:

There’s scant data available on the sales of small buildings, but the D.C. Policy Center found that 65 percent of all TOPA transactions over the last 11 years involved buildings with less than 20 units. But there’s no specific data about buildings with four or fewer units, so the impact the change will have is unclear.
